Florida - Saturday December 31, 2022: Governor DeSantis has appointed the following 14 people to various state Boards and Authorities.
Palmer Clarkson Re-Appointed to the Jacksonville Port Authority
Palmer Clarkson - Clarkson is the former President and Chief Executive Officer of Bridgestone HosePower, LLC. He currently serves on the Board of Directors of the company and retired with more than 30 years of experience. He earned his bachelor’s degree from the University of South Carolina.
This appointment is subject to confirmation by the Florida Senate.
Five Appointed to the Florida Real Estate Appraisal Board
Kristin Creegan - Creegan is a Broker Associate and Sales Manager for the Creegan Group. She was previously a high school science teacher and currently serves on multiple breakout groups for the Florida and Orlando Regional Realtor Association. Creegan earned her bachelor’s degree in psychology and a minor in business from the University of Florida.
Mark Kruse - Kruse is the Senior Vice President and General Counsel for Florida First Capital Finance Corporation. He is a member of the National Association of Civil-Law Notaries and the Florida Bar. Kruse earned his bachelor’s degree in international affairs from American University and his juris doctor from Florida State University.
Evalyn Oreto - Oreto is the Staff Residential Appraiser – Pasco County for Present Amrock, LLC. She previously worked for LandSafe Appraisal Services/Core Logic as a Staff Residential Appraiser. Oreto serves on the Education Committee of West Pasco Board of Realtors and is a member of Woman in Networking Pasco County.
Herbert Jourdan - Jourdan is the President and an Appraiser of Spectrum Valuation. He currently serves on the Industry Advisory Council for the Appraisal Foundation. Jourdan earned his bachelor’s degree in real estate and finance from Indiana University.
Shawn Wilson - Wilson is the Owner of Compass Real Estate Consulting. She is a current member of the International Association of Assessing Officers and the International Right of Way Association. Wilson earned an associate degree from Valencia College.

Four Appointed to the Board of Nursing Home Administrators
Ken Angel - Angel, of Parkland, is a Nursing Home Administrator for Glades West. He is a current member of the Florida Health Care Association and received the Reliant Health Care Administrator of the Year Award in 2017. Angel earned his bachelor’s degree in business administration from Southern Wesleyan University.
Marian “Lynn” Cunningham - Cunningham, of Brooksville, is the Vice President of Clinical Services for Innovation Healthcare Services. She is a certified health care risk manager with over 16 years of experience in the skilled nursing field. Cunningham earned her associate degree and registered nurse certification from Florida Community College.
Brittney Tyler - Tyler, of Ocoee, is the Senior Executive Director of AbleHearts. She currently serves as the District 2 President of the Florida Healthcare Association. Tyler earned her bachelor’s degree in health services administration from the University of Central Florida and her master’s degree in business administration from Nova Southeastern University.
Philip DeBiasi - DeBiasi, of Fort Lauderdale, is the Chief Executive Officer and General Manager of Advocate Home Care. He currently serves as the Executive Vice Chair of HANDY, Inc., an organization serving the needs of the foster care community in Broward County. DeBiasi earned his bachelor’s degree in economics from West Virginia University.

Three Appointed to the Mid-Bay Bridge Authority
Dewey “Parker” Destin
Destin, of Destin, is the Owner of Dewey’s Navarre and Dewey Destin Enterprises. He was previously elected to the Destin City Council and currently serves as the Deputy Director of the Gulf Coast Seafood Alliance. Destin received his bachelor’s degree in business management and entrepreneurship from the University of Tampa and his juris doctor from Florida Coastal School of Law.
James Neilson Jr. - Neilson, of Destin, is a veteran of the United States Army Reserves and retired with 23 years of experience in the insurance industry. He has served on the Mid-Bay Bridge Authority since 2004 and is the former President and General Manager of the Sandpiper Cove Condominium Association. Neilson has also previously served on the Rotary and Kiwanis Clubs, Destin Harbor Board, and the Sacred Heart Foundation.
Kim Wintner - Wintner, of Niceville, is the President and Owner of Alliance Association Management Company. He previously served in the United States Air Force for 30 years, retiring as a Colonel. He currently serves on the Board of Directors of the Destin Chamber of Commerce and serves as the Chair of the Destin Military Affairs Council. Wintner earned his bachelor’s degree in police administration from Indiana University and his master’s degree in human resources development from Webster University.
One Appointed to the St. Johns County Board of County Commissioners
Roy Alaimo - Alaimo is the Owner of Alaimo Strategies. He is a former District Representative for the United States House of Representatives and was previously appointed to the St. Johns County Planning and Zoning Authority. Alaimo earned his bachelor’s degree in political science from the University of North Florida.
